<p><span style="font-size:small;">We appreciate your <a id="fzwz" title="active reporting on the tasering of a Chinese international student living in Eugene" href="http://www.oregonlive.com/newsflash/index.ssf?/base/national-75/125631737895400.xml&amp;storylist=orlocal">active reporting on the tasering of a Chinese international student living in Eugene</a>.  While we wait for more facts to emerge regarding police and landlord behavior, it is important to state the context in which Oregon&#8217;s Asians and Pacific Islanders live, regardless of residency, naturalization or citizenship status. <span id="more-316"></span></span></p>
<p><span style="font-size:small;"> </span></p>
<p><span style="font-size:small;">According to 2008 US Department of Justice statistics, our communities continue to be targeted with discrimination and violence, for reasons of intolerance, and stereotyping.  In the coming years, Burmese, Bhutanese and Iraqi refugee immigrants will join our fast growing mosaic of Chinese, Korean, Indian, Filipino, Japanese, Samoan and more than 25 other ethnic communities from Asia and the Pacific.  APANO (Asian Pacific American Network of Oregon), a statewide advocacy network, and the Eugene residents and community organizations signing below are concerned with safety and justice for our communities, whether they are Oregonians or international students and visitors.</span></p>
<p><span style="font-size:small;"> </span></p>
<p><span style="font-size:small;">This incident sends another chill throughout communities already experiencing increased racial harassment. Being Chinese or not speaking English well are not against any of our laws, not in the United States.  We now have an opportunity to not only review Use of Force guidelines, but also to address Language Access, Cultural Competency, and Workforce Diversity policy issues.  Let us come together and work collaboratively in finding solutions.</span></p>

<p>APANO’s <strong>Many Rivers Project</strong> is a series of 12 Listening Circles taking place throughout Oregon this Fall engaging our diverse communities.  Each Listening Circle is envisioned as a way to intentionally connect with under-represented communities within our own Pan-API community, to better inform our policy advocacy, community organizing, and to improve the accountability of APANO Board and Leadership.</p>
<p>Each Listening Circle is designed by people from the specific community, utilizing prompting questions and activities in order to encourage the sharing of personal and collective experiences based on the identities of the Listening Circle.  APANO has trained over 40 facilitators and organizers, who will team up to lead these circles.  Listening Circles will be between 5 and 15 participants who will gather for up to 3 hours, with support for childcare, transportation and interpretation.</p>

<p>Each Listening Circle is designed by people from the specific community, utilizing prompting questions and activities in order to encourage the sharing of personal and collective experiences based on the identity of the Listening Circle.  APANO has trained over 40 facilitators and organizers, who will team up to lead these circles.  Listening Circles will be between 5 and 15 participants who will gather for up to 3 hours, with support for childcare, transportation and interpretation.</p>

<p>This <span style="font-size:x-small;"><strong>Friday Aug 7 at 5:15 PM &#8211; 6:00 PM</strong></span> at the Beaumont Middle School (41st and NE Fremont) you are invited to join community members and neighborhood leaders for a Community Speakout for Neighborhood Safety and Justice.  After the highly publicized attack [<strong><a href="http://www.katu.com/news/52391127.html" target="_blank">KATU Story</a></strong>] against a young Vietnamese man in the Beaumont-Wilshire Neighborhood, who grew up in the neighborhood, elders in <strong><a href="../" target="_blank">APANO</a></strong>, the young man and community allies met today to discuss the crime and are calling for the gathering.<br />

<a href="http://ircoengage.wordpress.com/" target="_blank">IRCO Engage Diversity and Civic Leadership</a></strong> graduates and multiracial allies will be gathering along with Central Northeast Neighbors, local businesses and concerned residents to speakout against hate, and for a safe and just community.</p>

<p>Asian and Pacific Islander communities are the 2nd fastest growing population in Oregon, and APANO is working hard and thoughtfully to build a strong coalition. We have intense diversity within &#8220;Asian&#8221; and &#8220;Pacific Islander&#8221; cultures, with different languages, religions, customs and immigration experiences. Yet we have much in common, our family story of immigration to America, our relationships with our family &#8220;back home&#8221;, and the discrimination we overcome through education and social change in the US.</p>
<p>Through a small grant from the MRG Foundation, APANO is convening 12 &#8220;Listening Circles&#8221; to better understand the experiences and issues facing key Asian and Pacific Islander groups in Oregon. We come from many rivers, and together through APANO we seek to build unity in our diversity. APANO&#8217;s Many Rivers Project is hosting an orientation-training for persons interested in organizing and facilitating a &#8220;Listening Circle&#8221; in Fall 2009.</p>

<p>As a way to increase APANO’s accountability to the communities within our communities, we are holding twelve Listening Circles.   They are intended to:</p>
<ul>
<li>Bring people together to listen to one another, get to know each other, share stories and build trust</li>
<li>Identify the people most affected, most marginalized, most vulnerable among our communities and surface their experiences</li>
<li>Develop/ articulate shared values and shared understanding of our diverse experiences Affirm, recognize our community strengths</li>
<li>Empower and educate one another, particularly about the community we are building through apano Gain relationships among and across communities, to build solidarity</li>
<li>Use their input and feedback to inform apano actions and policy recommendations</li>
</ul>
<p>Training Purpose: An orientation to APANO&#8217;s Listening Circle process, and training on organizing and facilitation. The training will introduce key resources, discuss best practices for bringing together Asian/Pacific Islander communities, and offer experiential learning in facilitation.</p>

4. Safe Schools Act Signed by Governor Kulongoski<br />
</strong>The <a id="hk65" title="Safe Schools Coalition" href="http://www.basicrights.org/?p=644">Safe Schools Coalition</a>, led by <a id="a1rh" title="Basic Rights Oregon" href="http://www.basicrights.org/">Basic Rights Oregon</a>, which APANO participated in this year, won a major piece of legislation this year &#8211; The Safe Schools Act.  Establishing comprehensive, statewide anti-bullying policies to make our schools safer, HB 2599 will be officially signed into law on June 12 at a special ceremony in Salem.  Governor Ted Kulongoski will be joined by APANO members, including APANO Board Members Kathy Wai (Burmese Community) and Mardine Mao (Cambodian Community) for the Bill Signing Ceremony Friday morning.  If you are interested in coming, please contact us for carpool and meeting up information.</p>

<div><span style="font-size:small;"><a title="APANO" href="http://www.apano.org/" target="_blank"><span style="color:#000000;">APANO</span></a><span style="color:#000000;"> is seeking 10 volunteers who have the passion and time to lead our work around Health Equity and Reform over the next year.  We are establishing a Health Equity and Reform Team (<span>HEART</span>) to provide leadership, policy analysis, and organizing for the Asian and Pacific Islander communities in Oregon.  <span>HEART</span> is envisioned to meet </span><span style="text-decoration:underline;"><span style="color:#000000;">quarterly</span></span><span style="color:#000000;">, and organize monthly through e-news, legislative advocacy, relationship building with policy-makers, and mobilizing our communities for Health Equity and Reform.</span></span></div>

</strong>The Oregon Legislative Session meets for about 6 months every other year.  The 2009 session wraps up in June.  Starting in July through the Fall legislators return full-time to their home districts.  We are following up with Legislators who have invited APANO to meet after the session, and Legislators who represent political districts where we have strength in numbers and/or leadership.</span></p>
<p>This brief interest survey will help us prioritize which Legislative Meetings in-district we will organize.  These meetings may be as part of a town hall, a specific meeting with APANO members in-district, or a forum that we help co-organize.  After such a powerful Legislative Day, Representatives and Senators are seeking to build a relationship with APANO.</p>
<p><strong> 7. IRCO Engage Graduation June 13 (<a id="wcde" title="RSVP" href="http://anyvite.com/up9fglfrro">RSVP</a>)<br />
</strong>The 2nd Annual IRCO Engage program wraps up with a community graduation June 13th at Portland&#8217;s City Hall on SW 4th and Jefferson.  Asian and Pacific Islander graduates of the program are invited to take their civic engagement to the next level by participating as active volunteers, community organizers, and civic leaders through APANO.  Come welcome them into our work and celebrate their completion of the 6 session Diversity and Civic Leadership training program.  Engage 2010 will begin in March 2010.</div>

HOLDS FIRST SCREENING IN PORTLAND<br />
June 26, 2009 – Hollywood Theatre, Portland, OR</p>
<p>PORTLAND, OR – June 6, 2009 &#8211; The Chinese American Benevolent Association is pleased to announce an encore screening of feature films WHITE ON RICE and MANILATOWN IS IN THE HEART of the Fourth Annual DisOrient Asian American Film Festival of Oregon. Over the last couple of years, DisOrient has garnered a national reputation for organizing a unique and quality film festival. This will be the first DisOrient event presented in the Portland area and will take place at the historic Hollywood Theatre on Friday, June 26, 2009. After receiving the Programmer’s Award for Creative Vision at the Fourth Annual DisOrient Film Festival, director Dave Boyle returns to Oregon for a special screening of his second feature film WHITE ON RICE. Since it premiered at the San Francisco International Asian American Film Festival in March, WHITE ON RICE has collected many awards including the Special Jury Prize for Outstanding Screenplay at the Los Angeles Asian Pacific Film Festival. Director Dave Boyle will be in attendance for an exclusive Q&amp;A immediately after the screening of the film.</p>
<p>Curtis Choy’s MANILATOWN IS IN THE HEART is a beautiful documentary about the late Al Robles, poet and one-man social service agency. Choy, a Portland-based filmmaker, screened his film at the DisOrient Film Festival in April. He has since brought his film to the Los Angeles Asian Pacific Film Festival in May, where MANILATOWN IS IN THE HEART was in competition for the Grand Jury Prize for Outstanding Documentary. DisOrient dedicates this special screening to the memory of Al Robles, who passed away in May. Director Curtis Choy will be in attendance for an exclusive Q&amp;A immediately following the screening of the film.</p>
<p>The Fourth Annual DisOrient Asian American Film Festival of Oregon was held in Eugene, OR April 17-19, 2009. Festival attendees experienced three well-rounded days of films, workshops, parties, panels and special guests. DisOrient brought directors, actors and industry professionals to Eugene, Oregon, to present their new films not yet available in theaters.</p>
<p>DisOrient was started in 2005 by a group of Asian American educators and activists who dedicated themselves to bringing honest representations of Asians to the silver screen. We understand the power of the moving image to combat the rampant Hollywood stereotypes of Asians and Asian Americans as kung fu fighting houseboys, hypersexual/asexual bodies, expendable villains, or nerdy and anti-social geeks. Film also allows us to tell compelling stories about our experiences such as war, immigration, identity, family, labor, globalization and other diasporic experiences. We use the W.E.B. DuBois standard of &#8220;for us, by us, or about us&#8221; when selecting new and exciting films for our festival.</p>
